PROBLEM TO BE SOLVED: To effectively prevent the diffusion of soil to the peripheral area from contaminated underground soil and to decontaminate the contaminated soil. SOLUTION: In a definite contaminated region with the underground soil contaminated, many protective pillars 12 each formed by packing charcoal as a filter medium into a tube 12a with many through-holes are embedded around the contaminated region with their axes vertical and with their outer peripheries proximately to one another. The soil flowing out of the contaminated region along with groundwater or the like, is filtered off by the pillars 12. An observation well 10 is arranged outside the pillars 12 to monitor the state of contamination.
