PURPOSE: A device is provided to deliver a voice signal using characters in a telephone. CONSTITUTION: A device for delivering a voice signal using characters in a telephone comprises: a characters inputting section for inputting a user's characters; a voice storing section for storing voice data according to the characters; a CODEC(Coder-Decoder) for converting to the voice signal by receiving the voice data; an audio outputting section for outputting the voice signal to a speech line; and a controlling section for controlling the voice storing section, to provide the voice data according to the inputted characters of the user to the CODEC.
