PROBLEM TO BE SOLVED: To automatically report an emergency by detecting a vehicle fall accident while distinguishing it from other vehicle accidents. SOLUTION: A vehicle fall detection device 10 detects information about the height of an own vehicle that is obtained from a GPS device 11 by a height information detecting part 12, and detects the fall of the own vehicle by computing and monitoring the rate of change in height value detected by the height information detecting part 12. A second accident detecting part 14 is connected to an airbag or the like to detect vehicle accidents other than fall accidents. If a vehicle accident is detected by the vehicle fall detecting part 13 or the second accident detecting part 14, an emergency report is automatically given from a reporting part 15 to a predetermined destination by use of a communications means such as a land mobile telephone 16. The contents reported include whether the accident is a fall accident or other vehicle accident and information about the current position after the accident.
