PROBLEM TO BE SOLVED: To prevent an infant or the like from falling by bending the upper part of a fence inside a veranda. SOLUTION: By bending the upper part of the style 4 of a fence 1 inside a veranda A, an upper rail 2 is provided inside the veranda A. Meanwhile, a fastening band 14 is fitted to the upper rail 19 of an existing fence 10, and by inserting a horizontal member 12 into the pipe parts of right and left metal fittings 13, the horizontal member 12 is provided on the upper part of the upper rail 19. The fastening band 14 is formed corresponding to the outer circumferential form of the upper rail 19. When the fastening band 14 is annular shaped, a non-slip projection is provided on the inside. By providing the horizontal member 12 inside the veranda A, an infant or the like can be prevented from falling, without shielding the one part of the veranda.
