PROBLEM TO BE SOLVED: To obtain a gel-like cosmetic having excellent stability with time, powder dispersibility, lightly extending and spreading, having a fresh feeling in use, a well finish feeling and good makeup durability. SOLUTION: This gel-like cosmetic comprises a water-soluble polymer, porous powder having 2-50μm average particle diameter and >=60 mL/100 g oil absorption, powder treated with a fluorine compound, a dispersant and/or a water-soluble solvent and water and further an oil agent.
