PROBLEM TO BE SOLVED: To prevent interference of a water supply hose with rotation of a winding drum to smoothly rotate the winding drum by allowing a free change of a direction of the winding drum corresponding to an extension direction of the hose. SOLUTION: A rotating pedestal 3 is supported on a fixed pedestal 1 to be horizontally rotated, while a winding drum 5 for a hose H is provided on the rotating pedestal 3. A rotating pipe fitting 4 rotatably connecting a fixed side tube 13 provided in the fixed pedestal 1 and a rotational side tube 35 provided in the rotating pedestal 3 is provided on a rotating center line C of the rotating pedestal 3. The fixed side tube 13 is connected to a water supply hose 2, while the rotational side tube 35 is connected to a base end of the hose H wound up around the winding drum 5.
