PROBLEM TO BE SOLVED: To make a total weight lightweight by forming a cloth weir having in an inner space in which fluid is supplied and discharged from the outside in a division covered by a coating cloth, and providing a fixing part on the whole outer edge of the cloth weir. SOLUTION: The surface of woven fabric comprising high strength fabric such as polyamide fiber and PAN-based carbon fiber is coated by synthetic resin elastomer such as vinyl chloride and polyester to form a coating cloth 20. A cloth weir 5 having an inner space 15 divided by the coating cloth 20 is formed, and a fixing part 6 is provided on the whole outer edge of the cloth weir 5. The cloth weir 5 is fixed through the fixing part 6 on the river bed 1 of a river and the slope 2 of both the sides. When an air pump is operated to inject compression air in the inner space 15 of the cloth weir 5, the cloth weir 4 is expanded and water from the upstream is dammed up. Thereby the total weight of the cloth weir 5 can be made lightweight.
