PROBLEM TO BE SOLVED: To prevent stagnation and clogging of garbage by connecting a water discharge pipe on a pump, a plurality of nozzles on the edge and connecting a branch pipe providing a valve to the water discharge pipe. SOLUTION: A U-shaped projection part is provided on the lower end of garbage proofing fence provided on the front face of a head race such that the upper end is protruded on the water surface of an irrigation canal 5, and a support plate 9 is provided on the projection part. A spraying pipe 7 is connected to a T-joint 6a, an L-joint 7a is connected to the edge of the spraying pipe 7, and a spraying nozzle is attached to the connection 7a downward to form a nozzle 4a. The nozzle 4a is fixed through T-joint 6a to a branch pipe 6, and the spraying pipe 7 of the nozzle 4a is supported on a projection part. Furthermore, a dust proofing net 10 is provided on the projection part. When water is sprayed on the water surface of the irrigation canal 5 from a spray nozzle 8, water bubbles 5a occur dead tree and the like is flowed to the downstream without stagnating by the water bubbles 5a. Thereby stagnation and clogging of garbage can be prevented.
