PROBLEM TO BE SOLVED: To provide a method for producing an organopolysiloxane emulsion excellent in stability in a shortened time. SOLUTION: This organopolysiloxane emulsion excellent in stability is produced in a shortened time by emulsifying (A) a low molecular weight organopolysiloxane in the presence of at least one anionic surfactant selected from an organic sulfonic acid and an organic sulfuric acid ester so as to have <=300 nm average particle diameter in water to form an initial emulsion, followed by subjecting it to polymerization and then to neutralization.
