PROBLEM TO BE SOLVED: To extend the range of change and span of adjustable range of posi tion dependent characteristics of a rotary damper so as to enlarge degree of freedom, and also provide respective different position dependent characteristics even in operation in respective directions by applying position dependent characteristics to flow resistance itself of hydraulic fluid when the rotary damp er is operated. SOLUTION: Two pairs of hydraulic fluid chambers repeatingly and alternatively contracted and extended by the rotational action of a rotary damper are mutually communicated through a damping vale by a communicating oil passage, an adjusting mechanism 98 changing opening area for responding to the rotational displacement of the rotary damper and a bypass oil passage 90 bypassing the adjusting mechanism 98 are arranged on the way of at least either of communicating oil passages 27a, 27b of the communicating oil passage communicating in a pair unit through hydraulic fluid chamber pairs, and a check valve 91 for blocking hydraulic fluid flow pushed out from a contraction side hydraulic fluid chamber is arranged in the bypass oil passage 90.
