PROBLEM TO BE SOLVED: To certainly avoid contact of a worker with a carrier device in operation. In this case, a carrier device side opening and closing means 12 to open and close a carrier device side side part 5a opened so that the carrier device 2a transfers and places an article out of peripheral side parts of the cargo receiving base 5 is provided, and a control means H to control carrying operation of the carrier device 2a and elevating operation of the cargo receiving base 5 controls the carrier device side opening and closing means 12 to open and close so as to make the carrier device side side part 5a in a state to open in the ascending state of the cargo receiving base 5 and to make the carrier device side side part 5a in a state to close in the descending state of the cargo receiving base 5.
