PROBLEM TO BE SOLVED: To prevent the deformation of a plate cylinder at the time of printing by a rotary stencil printer and printing a uniform image under the condition of low temperature, high speed printing or the like or under the condition of being used in a printer with a large plate cylinder. SOLUTION: In the stencil printing, a cylindrical plate cylinder 1 provided with an ink-permeable peripheral face and rotating around its own central axial line is used, and a processed stencil original paper 8 is wound on the outer peripheral face, and ink 7 is fed from the interior of the plate cylinder onto the peripheral face at the time of rotating the plate cylinder 1, and a printing paper 10 is pressed on the outer peripheral face of the plate cylinder 1 to transfer ink on the printing paper through the stencil original paper. In that case, the peripheral face of the plate cylinder is provided with the strength in which its stress is 0.75 kgf/cm2 when the plate cylinder is deformed 0.1 cm in its central axial line direction, and the viscosity of ink is 330 Pa.s or less.
