PROBLEM TO BE SOLVED: To obtain a flat membrane element damage of which in use is reduced and to which sticking of a suspended material is decreased and which is excellent in filtration efficiency. SOLUTION: The bag like flat membrane element has <=30 cm height of the membrane and the effective length of the membrane equal to or above 5 times of the height. It is provided with a permeated water passage. The horizontal deflection degree of the membrane is expressed by B/C (B represents the interval between the membrane tip part and the horizontal plane when one end side of the flat membrane element is fixed on the horizontal plane so as to be in contact with the membrane surface and a part of 1/3 of the length is placed in the midair; C represents 1/3 of the length of the flat membrane element) that is 0.1-0.6.
