PROBLEM TO BE SOLVED: To provide a variety of base material with a fired coat layer having excellent heat resistance and adhesion. SOLUTION: The organopolysiloxane composition for forming a fired coat layer comprises (A) 80-95 pts.wt. of a silicone resin that includes the units represented by R3SiO1/2 (R is H, hydroxyl group, a 1-6C alkoxy or a 1-6C monovalent hydrocarbon group and they may be identical to or different from each other) and the units represented by SiO4/2 where the molar ratio of the R3SiO1/2 units to the SiO4/2 is 0.6-1.1 and (B) 5-20 pts.wt. of diorganopolysiloxane represented by the formula (R1 is mutually identical or different and H atom, hydroxyl group, a 1-6C alkoxy group or a 1-12C monovalent hydrocarbon; n is an integer of >1) and (C) 40-500 pts.wt. per 100 pts.wt. of the total of the components (A) and (B), of an organic solvent.
