PROBLEM TO BE SOLVED: To provide a presser plate structure capable of facilitating the assembling work by integrating a presser plate and a shaft, assembling a housing without inserting a spring into the shaft, then fitting the spring. SOLUTION: A presser plate 5 integrated with a shaft section is journalled to shaft holes A-1, B-1. Two tip bend sections of a spring 6 are inserted into a pair of shaft holes A-2 of a housing 2 and compressed and fitted on the inner face side of the upper section of the housing 2. The other end section is supported, compressed and fitted in contact with the tip bend section of the presser plate 5. The winding section of the spring 6 is floated in the air without being inserted into a shaft. The presser plate 5 is pressed to a drum 8 side by the elastic exciting force of the spring 6 with the integral shaft section serving as a rotary shaft, and the force to push a wire 4 wound on the drum 8 to the inside in the radial direction of the drum 8 is generated. Since the spring 6 is floated in the air, it can be fitted after the housing 2 is assembled.
