PROBLEM TO BE SOLVED: To improve operability of a winding work by arranging a tape holder in a case provided with a cutting blade at one end of an opening portion, movably in relation to the opening portion, by winding a tape around a wound object and then cutting it with the cutting blade, and by projecting the fed end of the tape from a case body after cutting. SOLUTION: An opening portion 2 is provided on the front side of a case body 1, and a cutting blade 3 is integrally formed in its upside end portion. A cylindrical core body 7 for rotatably supporting a winding tape 6 and a guide roller 9 are provided for a tape holder 5. The tape holder 5 is usually elastically held by being energized by a spring 21 so that it faces the opening portion 2. After the winding, a finger inserted into a through hole 10 of the core body 7 is pulled forward to back the tape holder 5 and to cut a tape feeding portion 8, and after cutting force of the finger is released. When the tape holder 5 proceeds to an original position, a new tape feeding end from the guide roller 9 to the cutting blade 3 projects from the case body 1.
