PROBLEM TO BE SOLVED: To use water even in a room to which a particular waterproof work is not applied by providing both routes of a water discharge route and a drain route which are not intersected with each other in a regulating piece. SOLUTION: A regulating piece 2 is a columnar part, the curved face is provided with two through holes of a water discharge route 9 and a drain route 10, the holes are provided so as not to intersect with each other, and water is passed through the holes. The piece 2 is contacted with a water feed piping 3, a water discharge piping 4, and a water drain piping 5. Next, in the water discharging condition, water 11 taken from a feed water inlet 6 passes through the discharge route 9 provided in the piece 2, and is discharged from a discharge outlet 7. Next, in the draining condition, the discharge route 9 is blockaded and the drain route 10 communicates together the water discharge piping 4 and the drain piping 5, and the water 11 stayed in the discharge piping 4 is drained from an drain outlet 8 through the drain route 10 and the drain piping 5. Hereby, because the discharge and drain routes in the piece 2 are not intersected with each other, water is not drained in the water discharge, and hence water can be used even in a room to which a waterproof work is not applied.
