PROBLEM TO BE SOLVED: To provide a vibration insulation mat and a vibration insulation layer using the mat by making a spring constant low and increasing it almost proportionally to the area. SOLUTION: This vibration insulation mat 1 made of an elastomer material is provided with a tabular part 2 and a plurality of mutually independent projections 3 formed on one or both sides of the tabular part 2. A waterproof sheet made of an elastomer material may be stuck on the face of the tabular part 2 on which the projections 3 are formed, so as to be arranged along the tips of the projections 3. Further, the vibration insulation mat 1 is favorably used for a vibration insulation layer that a plurality of vibration insulation mats are laminated.
