PROBLEM TO BE SOLVED: To process at site discharged soil generated at site so as to reutilize it by providing a crushing means for receiving soil improving agent and the discharged soil to stir and crush them, and a stirring/mixing means for mixing the soil improving agent and the discharged soil while stirring them. SOLUTION: A soil improving agent according to the property or the like of discharged soil, and discharged soil are charged to a crushing means 3 by proper quantities from a charging case 2 and a supply means 31 of soil, respectively. Next the crushing blades 13, 14 of a rotating means 16 are rotated to loosen clayey clod-like discharged soil in the main body 9 of the crushing means 3 and cuttingly crush it. Next mixture of the discharged soil and the soil improving agent is fed inward from the feed port 20 of a transfer body 18 of a stirring/ mixing means 4, let fall on a crushing member 24 of a mixingly transfer member 19, further loosened by the crushing member 24 to be crushed, and it is applied by drying action blowing off the water content. Next the mixture is transferred from the low place to the high place of the transfer body 18 by a mixing transfer member 19. The mixture reached to a take-out port 21 is let fall on a discharge means 27, and in order sent out to the succeeding process.
