PURPOSE: A methode and an apparatus for estimating a pilot coverage are provided to minimize an interference of a radio frequency by estimating pilot coverage for different traffic channel roads and power conditions. CONSTITUTION: A methode for estimating a pilot coverage comprises the steps of: inputting a first control factor representing variance of a base transmission power and a second control factor representing variance of a traffic channel road; calculating a pilot coverage on the basis of a base line pilot investigation data, an initial traffic road information, a cell transmission power control factor, and a cell traffic channel road control factor; and setting a transmission power level for a base station(14). An apparatus for estimating a pilot coverage comprises a memory(250), an interface, and a processor(240).
