PROBLEM TO BE SOLVED: To effectively improve soil even if the moisture ratio of the drilled soil is high by supplying hot air to the falling route of the drilled soil from a hopper to dry the drilled soil under the condition of dispersedly falling. SOLUTION: On the falling route of soil from a roll screen, a stirring device 3 having stirring arms 3a rotating aroung horizontal shafts for stirring the falling soil is provided. In the string device 3, the stirring arm 3a is formed into a hollow tubular shape, hot air supply passages 5 are formed in hollow parts in stirring shafts 3b arranged for the horizontal shafts and the stirring arms 3a, and a plurality of hot air jet ports 4d are formed on the rear parts in the rotating direction of the stirring arms 3a. Further on the carrying route of a carrying device 3, a lime supply device supplying lime as a soil improving agent to the carried soil is provided. Consequently, dried soil effectively falls on the carrying device, and soil can be dried even if it is coagulative drilled soil of high moisture ratio.
