PURPOSE: A composition for cosmetics or skin use containing the oil-based medicine in its medium which is acceptable to cosmetics or skin use is provided, which makes oil-based medicine having no surfactant being stable. CONSTITUTION: An oil-based medicine consists of: water phase and oil phase; a hydrophilicviscosity-increasing compound; a lipophilic viscosity-increasing copolymer comprising of hydrophobic monomer and hydrophilic monomer.
