PURPOSE: A radio wave absorber is provided to realize improved radio wave absorbing performance, to enhance mechanical strength, to realize lightness and to reduce costs. CONSTITUTION: A radio wave absorber(1,11,21,31) comprises a conductor, an inorganic hollow powder body, and inorganic reinforced fibers. The conductor comprises at least one among carbon black, graphite and carbon fibers. The inorganic hollow powder body, the inorganic reinforced fibers and the conductors are bonded by inorganic adhesive. The inorganic hollow powder body is selected from group consisted of SHIRASU balloons, silica balloons, glass beads and alumina-silica balloons. The inorganic reinforced fibers is glass fiber, asbestos fiber, stainless steel fiber or silica-alumina fiber.
