PROBLEM TO BE SOLVED: To improve adhesion of a peripheral ground and obtain sufficient strength for pull-out force by inserting a rod-like body in the peripheral ground from a plurality of through holes of a hollow cylindrical body to be constructed in the underground as a foundation of a structure. SOLUTION: A piece member 3 is connected in the form of a ring, and press-in force is applied on a short hollow cylindrical body 1 to be settled in the underground. Furthermore, the piece member 3 is connected to the hollow cylindrical body 1 to extend the hollow cylindrical body 1. A through hole is previously formed in the piece member 3, a rod-like body 19 is inserted in the through hole, and the base part of the rod-like body is fixed on a reinforcing cage. Then, the rod-like body 19 is made a pipe of the inside diameter of 8 mm or larger, and ground improvement material or the like can be injected. Thereby the adhesion of the hollow cylindrical body 1 and the peripheral ground is stably improved, and adhesion endured even for large bending moment produced in each rod-like body is maintained by pull-out force.
