PURPOSE: A device for metering and packaging dry powder is provided to form pills of the micro gram amount of drugs by printing an image formed into a package of more than one dot as a certain treating drug dose on a PVC. CONSTITUTION: A certain a positive electric charge(25A) having a certain image area on the surface(24) of a powder carrier is generated, and the surface of the carrier is contacted with sufficient amount of the powder so as to neutralize the electric charge. Then the powder and the surface of the carrier are moved to a transmission station, and the powder is transmitted to a package. Herein, the package is sealed to put the transmitted powder to finish packaging the powder.
