PROBLEM TO BE SOLVED: To obtain the subject antifouling hard coating material composition that can form coating layers having excellent antifoulancy, surface hardness, abrasion resistance, resistance to surface flaw and the like by using a specific silicone resin and a filler as essential components. SOLUTION: This composition comprises as essential components, (A) a tetrafunctional silicone resin in which more than 90 wt.% is prepared by partial hydrolysis of a tetrafunctional alkoxy silane of the formula: Si(OR)4 (R is a 1-8C alkyl) in the presence of an acidic catalyst, having a weight-average molecular weight of 500-1,000 calculated as polystyrene, and (B) at least one kind of filler.
