PROBLEM TO BE SOLVED: To obtain an emulsifying composition hardly having irritating property by including a copolymer of a (meth)acrylic ester containing a group analogous to phosphorylcholine with a hydrophilic (meth)acrylic acid ester used as an emulsifying agent and squalane used as a material to be emulsified. SOLUTION: This emulsifying composition comprises (A) a copolymer of a (meth)acrylic acid ester containing a group analogous to phosphorylcholine e.g. a compound of the formula [R1 is H or methyl; (n) is 2-4; R2 is (CH2)g (g is 1-10) or the like; R3 to R5 are each a 1-8C alkyl, particularly 2-(meth) acryloyloxyethyl-2-(trimethylammonio)ethyl phosphate] with a hydrophobic (meth)acrylic acid ester [e.g. methyl (meth)acrylate] used as an emulsifying agent and (B) squalane used as a material to be emulsified. The emulsifying composition preferably comprises normally 0.01-20 wt.%, preferably 0.5-10 wt.% component A, 1-30 wt.% component B and further 5-10 wt.% surfactant.
