PROBLEM TO BE SOLVED: To obtain the method for controlling scramble broadcasting viewing by which the information quantity of common information and individual information is optimized by providing a program judgement code in a descriptor included in common information and providing a bit map type program contract map in the descriptor included in individual information. SOLUTION: The descriptor is separated from common information 28 and is compared with the contract map of previously stored individual information stored. When it is judged that a program under reception can be viewed as the result of comparison, viewing control information 32 is supplied to a descramble controller 25. The descramble controller 25 gives viewing control information 29 to a descrambler 21 based on viewing control information 32. A digital signal 27 supplied to the descrambler 21 is descrambled through the use of viewing control information 29 and supplied to an external monitor through a decoder 22. Thus, the contracted program can be viewed in a reception terminal.
