PROBLEM TO BE SOLVED: To reduce the cost and time required for the resetting of set information due to the replacement of a terminal equipment and to make it possible to operate terminals independently of the operation states of a server at the time of a server down or the like. SOLUTION: A server 1 possesses a system information 3 consisting of common information 3-1 to be used for respective terminal equipment 11, 21, and 31 in common and the terminal inherent information 3-2, 3-3, and 3-4 of respective terminals 11, 21, and 31. Respective terminals 11, 21, 31 respectively store backup system information 13, 23, and 33 consisting of backup common information 13-1, 23-1, and 33-1 as the backup of the information 3 and the backup terminal inherent information 13-2, 23-2, and 33-2 for their own terminals. When a certain terminal equipment is replaced, the system information of the replaced terminal equipment is succeeded by writing it from the server 1, and when the server 1 can not communicate with a certain terminal equipment, the backup system information included in the terminal equipment is used. Consequently, the cost and time required for the replacement of terminal equipment can be reduced, and even when the server 1 is failed, respective terminal equipment can be operated.
