PROBLEM TO BE SOLVED: To execute proper countermeasures when no information is updated by controlling output of information to a device at a providing destination based on attribute data of an attribute data storage means when a fault of communication is detected by an occurrence of fault detecting means. SOLUTION: Contents of a display content table which is stored in a storage part (attribute data storage means) 8 are read, information regarding the display contents corresponding to the head of the display content table is read, data about a communication state stored in the part 8 is read and confirmed by a processing part 4. When a fact that communication is performed at a normal state is detected, the information regarding the display contents is transmitted to a display part 5, picture data is created based on the information and is transmitted to a display 6 and an image is displayed on the display 6 by the display part 5. On the other hand, when a fact that the communication is performed at an abnormal state is detected, the information regarding the display contents is transmitted to the display part 5 only when a display flag in the case of a fault is 'display in the case of a fault exists' by referring to the contents of a fault display flag in the display content table, where the picture data is created and the picture is displayed on the display 6.
