PROBLEM TO BE SOLVED: To efficiently produce a reflecting plate capable of easily ensuring a wide visual field angle with simple equipment by forming a reflecting coating film from a coating material containing a binder resin and a brilliant pigment. SOLUTION: A coating film (reflecting coating film) 2 is formed on a substrate 1 from a coating material containing a binder resin and a brilliant pigment. The brilliant pigment contained in the reflecting coating film 2 reflects incident light. The light scattering property of reflected light can be adjusted in accordance with the kind and oriented state of the brilliant pigment in the reflecting coating film 2. In the case of insufficient light scattering property, the light scattering property is adjusted by incorporating light scattering fine particles into the reflecting coating film 2. Ruggedness may be imparted to the surface of the reflecting coating film 2 so as to adjust the light scattering property.
