PROBLEM TO BE SOLVED: To provide a light deflector large deflecting a beam by quite small movement and a flat display of low power consumption suitable for reading still picture information and easy to see so as to be equal to a paper medium. SOLUTION: This device is provided with the light deflector 3 provided with a complementary pair of diffraction optical devices consisting of a convex lens function diffraction optical device 31 and a concave lens function diffraction optical device 32 and deflecting an optical axis of an incident beam 8 in the required direction by relatively moving the diffraction optical device and the picture display device 1 scanning a surface of an image display plate 5 causing phase transition by a laser beam with a laser beam 8 using the optical deflector 3 and plotting an optical picture to display it.
