PROBLEM TO BE SOLVED: To transmit a reception response signal without perfectly interrupting the transmission of down packet data from a mobile communication exchange control station by monitoring the number of non-transmitted reception responses and controlling the priority order of down packet data and a reception response signal in accordance with the number of the non-transmitted reception responses. SOLUTION: The reception of up packet data is reported to a packet ID number monitoring part 207 and the number of non-transmitted packet IDs in a packet ID number monitoring part 207 is increased by one. When the number of non-transmitted packet IDs exceeds a previously set threshold, the transmission request of the reception response signal is outputted from the packet ID number monitoring pat 207 to a transmission order control part 208. The transmission of down packet data is prior to that of the reception response signal till the number of non-transmitted packet IDs becomes the threshold so that transmission is executed without perfectly interrupting down packet data transmission even in the case of the occurrence of up packet reception from a mobile station in a continuous radio frame.
