PROBLEM TO BE SOLVED: To provide a hand-off function that transfers a known PPP connection from one packet server to another. SOLUTION: In the case that the user leaves a service area of a 1st packet server and enters an area of a 3rd server, a hand-off control message transaction is started. An LAC 115 or an anchor LAC 155 in a 2nd server can start a call continuous transaction. A Radius server relating respectively to packet servers is adopted to execute the call continuos transaction. At least one packet server (anchor LAC) monitors a state variable relating to the packet server (2nd service LAC and private network) to which data are transmitted.
