PROBLEM TO BE SOLVED: To enable satisfactory motion detection to a video signal in spite of the level of noises. SOLUTION: This circuit 103 has an edge detecting circuit 106 for extracting the edge part of an object by inputting an input video signal Vi and a one-frame delay video signal Vf. Further, this circuit has a motion discriminating means 107 for discriminating the motion of a pixel under question by inputting edge signals Edgm for polarity eccentricity detection processing outputted from that edge detecting circuit 106 and an inter-frame differential signal Sd passed through a preprocessing low-pass filter 104 as needed.
