PROBLEM TO BE SOLVED: To prevent output logic in a latch from being inverted even if a signal whose opposite polarity is large is inputted to the next data before the amplitude of a latch output becomes large. SOLUTION: A comparator circuit (34-1) which operates as amplifier performing differential amplification of a signal inputted from a 1st input terminal and a signal inputted from a 2nd input terminal while a control signal is in a 1st logical state and operates as a latch that transmits differential amplification results to an output terminal and also stores the logical state while the control signal is in a 2nd logical state is provided, and a 1st switching circuit (33-1) for shirt-circuiting the 1st and 2nd input terminals while the comparator circuit is operated as a latch is provided. Thus, an output of a circuit arranged on the preceding stage of a voltage comparator is reset by the 1st switching circuit, and an output in the latch is prevented from being inverted even if a signal whose opposite polarity is large is inputted to the next data before the amplitude of a latch output becomes large by that.
