PROBLEM TO BE SOLVED: To activate a character recognizing program previously stored in a storing means provided for an electronic apparatus to recognize handwritten characters inputted through a tablet by a single operation of a user. SOLUTION: A program activating device automatically activates the character recognizing program previously stored in the electronic apparatus 100 and previously stored in the storing means to recognize the handwritten characters inputted through the tablet. Then, the device is provided with activation condition storing means 66a, 66 storing an activation condition previously set by the user and an activation sequence control means 2A previously stored in the storing means to activate the character recognizing program recognizing the handwritten characters inputted through the tablet in the case of judging that the state of the apparatus 100 is matched with the activation condition stored in the activation condition storing means.
