PROBLEM TO BE SOLVED: To make continuous data possible to be communicated by satisfying real time characteristic by selecting an effective data packet from plural data packets which are transferred by being distributed into plural routes from a transmission side and forming them into the continuous data on a reception side. SOLUTION: After a data packet 102 as a communication unit of a network is generated by dividing the continuous data 101 outputted from an application terminal 120, (n) data packets 103 to 105 are generated by duplicating the data packet 102 by a transmitter 106. Each of the data packets 102, 103 to 105 is transferred from the transmitter 106 to a receiver 111 via routes 107 to 110. One data packet from among the data packets 102 to 105 which are transferred from the transmitter 106 is selected as the effective data packet and the remaining data packets are aborted by the receiver 111. The data packet selected by the receiver 111 is returned to the continuous data and is reproduced by an application terminal 121.
