PROBLEM TO BE SOLVED: To obtain the convenience of an operation of a video camera in a photographing state even at the reproduction by realizing a special effect function having been realized only in a photographing state conventionally also in a reproduction state. SOLUTION: A microcomputer 88 receives a reproduction instruction from a key entry section 94 at reproduction of video record information and a mode switching signal is outputted so as to give the reproduction video information from a reproduction and line input system 82 to a DSP IC: 100 to a mode switching section 74 and a switching section 77 to give digital data to a decoder 78 via an ADC: 76. Data that are separated into video and audio signals are given to a luminance signal processing section 82 and a chrominance signal processing section 84, which output luminance and chrominance signals. When a special effect processing key on a reproduction image menu is depressed, the microcomputer 88 controls a zoom IC: 90 and a memory 92 to apply special effect processing to the signal received from the luminance processing section 82 and the chrominance signal processing section 84 and provide an output. Thus, the special effect having been realized in a photographing state conventionally and also be realized in the reproduction state.
