PROBLEM TO BE SOLVED: To effectively utilize the Internet with high security accuracy without forcing procedural burdens on an end user. SOLUTION: In dial-up connection when the end user connects the Internet, by surely transmitting his/her own telephone number information to a provider beforehand, the telephone number information of the end user is surely outputted in a second device 2, the telephone number information of the end user is recorded/preserved for each connection in a third device 3 and a bill for billing the end user for a charge corresponding to the Internet utilization time summed up for a prescribed period is issued. Also, event information for indicating the application of the end user outputted in the first device 1 is recorded/ preserved for each connection in the third device 3 ordering corresponding to the application is substitutively performed and the bill for billing the end user is issued.
