PROBLEM TO BE SOLVED: To provide a ciphering/deciphering device for making improper analysis and alteration difficult. SOLUTION: This ciphering/deciphering device 10 is provided with an envelope 11 and a key data storage part 12 provided inside the envelope 11. The key data storage part 12 is provided with plural magnetic wires for being magnetized in an axial direction by a supplied magnetic field and inverting the direction of magnetization at the time of supplying the magnetic field exceeding prescribed strength in an opposite direction and a magnetic/electric conversion element for detecting the magnetizing direction of the respective magnetic wires and stores the information of '0' or '1' corresponding to the magnetizing direction of the magnetic wires. The envelope 11 is provided with plural magnets 15 and 16 provided by making the same magnetic poles face each other. In a magnetic field balance area 18 including a space where the magnetic field is zero between the magnets 15 and 16, the magnetic wire of the key data storage part 12 is arranged.
