PROBLEM TO BE SOLVED: To provide a soft focus filter for preventing picture quality deterioration due to a pixel dot in a CCD and a liquid crystal display surface constituted of a simple shape, not only causing unjustness in its manufacturing process, but also providing flexibility of a design answering to various requirements and having high practicalness. SOLUTION: The soft focus filter 1 is provided with a fine stripe refractive surface so as to be nearly orthogonally intersected on its both surfaces of surface/rear surface, and when its one surface is adhered to a substrate 3, refractive force of fine stripe refractive surfaces of both surfaces are nearly equalized. Since a difference of refractive indexes between soft focus filter raw material and an adhesive layer 2 is smaller than a difference of refractive indexes between the material and air, the need enlarging an incident angle of a beam on the surface to be adhered exists. As the sectional shape of the fine stripe refractive surface, various shapes such as a prism, a lenticular lens and a sine wave are used.
