PROBLEM TO BE SOLVED: To prevent a system from entering a state in which a user awaiting a connection cannot be connected for a long time, by keeping speech quality. SOLUTION: A communication number monitor means 51 detects the number of communication having been conduced through a radio base station BS1 at present and decides whether or not the communication number reached a prescribed number. A call decision means 52 discriminates whether or not a call request requires urgency from a mobile radio terminal PS. A control means 53 sets a limiting time to communication except for emergency communication detected by the call decision means 52, when the communication number monitor means 51 decides that the number of communication conducted through the radio base station B1 at present reaches a preset number and controls the communication for this time. An interrupt notice means 54 informs the mobile radio terminal PS with the setting of the limit communication time of a fact of forced interrupt, when a prescribed time elapses. |
