PROBLEM TO BE SOLVED: To provide a device capable of surely executing interpolating processing for improving resolution to some character existing in the base having a certain density. SOLUTION: Picture data are inputted (S1), inputted picture data are sampled (S2), the histogram of the sampling picture is extracted (S3), a color level of special large frequency in the extracted histogram is recognized as a base level to calculate such a binary threshold value as is free from the influence of the base level (S4). Then this calculated value is set as the binary threshold. By varying the threshold of binarization processing before pattern matching according to the base level of a picture, a satisfactory picture processing result capable of satisfactorily executing pattern matching for interpolation for improving resolution is obtained.
