PROBLEM TO BE SOLVED: To prevent missing of recording of a motion video image being a problem while omitting recording of useless video information. SOLUTION: An MPEG1 coding section 2 and a JPEG coding section 3 respectively encode output digital information (a) of a video camera section 1, an MPEG1 bit stream (b) is tentatively stored in a buffer memory 4 and a JPEG bit stream (d) is tentatively stored in a buffer memory 5 and then respectively read. On the other hand, the MPEG1 coding section 2 generates and outputs motion vector information (f) and a motion discrimination section 6 discriminates presence of a motion in the video image based on the motion vector information (f). A selector 8 is operated based on a discrimination result. When the presence of the motion of the video image is discriminated, a recording section 9 records an MPEG1 bit stream (c) of moving picture information from the buffer memory 4, and when no presence is discriminated, the recording section 9 records a JPEG bit stream (e) of still picture information from the buffer memory 5.
