PROBLEM TO BE SOLVED: To obtain a fixing device for quick start fixing which allows instantaneous heating to prevent the crack from the ends of a translucent substrate by thermal expansion of flange members by providing the outer side of the translucent substrate internally disposed with a heat ray irradiation means with a heat ray absorption layer to form a rotating member for heat ray fixing and joining the flange members to the ends of the translucent substrate via elastic members. SOLUTION: A ceramic material which transmits the heat rays from a halogen lamp 171g is used as the cylindrical translucent substrate 171a of the heat ray fixing roller 17a. The cylindrical flanges 910 are fitted to the inner side ends of the cylindrical translucent substrate 171a of the heat ray fixing roller 17a in the state of aligning the central positions thereof. Elastic adhesive layers ST formed by using fillers or adhesives, etc., such as, for example, heat resistant silicone or urethane system, having elasticity are formed in the spacings between the inner side of the translucent substrate 171a and the outer side of the fitting parts 911 of the flanges 910. The flanges 910 are joined to the inner side ends of the translucent substrate 171a via these elastic adhesive layers ST.
