Cars in a charging zone (Z) are charged and cars outside the zone are not charged. The charging zone (Z) includes a buffer area (52) having a width r corresponding to the position recognition error of a GPS and a core area (50). When a car is outside the charging zone, a recognized position presence probability circle (54) determined by the recognized position found by the GPS may overlap with the buffer area (52), but not overlap with the core area (50). Therefore, even if a car is judged to be in the buffer area (52), the car may be absent in the charging zone, and the recognition that the car is present in the charging zone is negated.
