PROBLEM TO BE SOLVED: To speedily detect an illegal electronic storage medium by checking whether or not the identification information of an electronic storage medium requested for use or identification information for each is registered in a group of hash values read when the electronic storage medium is requested for use. SOLUTION: When an IC card use request is received from a user, a reading part 42 reads both an ID 11 and hash value 12 from an IC card 10. An illegal card deciding part 44 checks a hash list 41 by utilizing the read hash value 12. And, when the ID 11 of the IC card 10 being a check object exists in the data of the hash value 12, a card processing part 45 executes illegal card processing, and when it does not exist, the part 45 executes normal card processing. Further, when both information of the ID 11 and the value 12 are read, they do not always have to be divided to be read at plural times, but they can be read at one time. |
