PROBLEM TO BE SOLVED: To effectively peel off a microorganism layer by rotating a rotary flat membrane at a low rotational speed even if the microorganism layer having a high density is formed on the rotary flat membrane. SOLUTION: A large number of spongy members 32 dumped in a membrane separation tank 12 are totally dispersed into the membrane separation tank 12 on account of an agitation action caused by rotation of a rotary flat membrane 16, ride on a swirling flow of water to be treated that is generated by the rotary flat membrane 16 and move around within the water to be treated. By this constitution, the spongy member 32 is brought into contact with a microorganism layer and scrapes off the microorganism layer on the rotary flat membrane 16 so that the microorganism layer is separated in a short time.
