PROBLEM TO BE SOLVED: To provide a heater good in its workability and thermal efficiency. SOLUTION: A floor heating unit 2 is integrally formed by laminating a heat insulating material 4, a face heat generator 6 and a finishing material 8. A form stabilizing material such as a resin sheet including glass fibers is laminated on the heat insulating material 4. Heat resistant resin sheets are bonded to both the surfaces of the face heat generator 6 under vacuum thermocompression. An electric conductive layer is formed on at least one surface of the face heat generator 6 and a means is provided for detecting electric leakage between the face heat generator 6 and the electric conductive layer. |
